You’re simply not used to having somebody else apply makeup near your eyes. By instinct your eyes are watering to flush out any threatening particles and your nerves cause the tears to keep flowing because it feels strange to have somebody so close like that. The best thing to do is to first find a makeup artist who you trust. Find somebody who does a good job with makeup specifically for photo shoots or whatever kind of makeup you are wanting. When you are sure of their work, you will have confidence in them to make you look and feel good. Another thing is to tell them during consultation your experience with other people doing your makeup and how your eyes water.Tell them what part of the application caused your eyes to water, maybe it was the eyeliner or eyelash curler. The artist should then use different techniques and approaches so you will feel more relaxed. Ask them questions too if you’re ever weary about why they are doing this or that in a certain way if it frightens or concerns you. Any good artist will take their client’s concerns seriously and should be able to explain why they are applying it with the certain tool, motion, etc. While getting your makeup done, just relax and breathe. Focus on your breath and keep drawing yourself back to it when distracted by negative thoughts to keep yourself calm.
